 OMS Fails to startup. The error reported in emctl.log 

$GC_INSTANCE_BASE/gc_inst/em/EMGC_OMS1/sysman/log/emctl.log
Caused by: oracle.jdbc.OracleDatabaseException: ORA-28365: wallet is not open
