Symptoms

In Enterprise Manager (EM) Cloud Control, Fleet Enable/Disable step will be running from all nodes of the cluster

On 2 Node RAC Primary/Standby with Data Guard configured  diable of configuraiton is executed 2 times on standby database and  enable of configuration is executed 2 times on primary database.
