Symptoms

In Enterprise Manager (EM) Cloud Control, Fleet Update DB Job Fails To Update Oratab file /etc/oratab

Database are not getting started with srvctl due to HAS is marked as disabled.

Case 1:
a. Database is identified by HAS managed in initilization step.
b. Migrate database instance step is it not identified as ha managed skipped modify porperties
c. Sqlplus is used to start the database

Case 2:
a. Database is identified by HA managed in initilization step.
b. Migrate database instance step executed modify properties
c. Sqlplus is used to start the database
