'java is not valid' Error When Applying Patch 35430934 (Doc ID 2998431.1)

Symptoms

Trying to apply RU JDBC prerequisites Patches, getting an error when validating OUI inventory as per README instructions: 

  $ opatch lsinventory -jre $ORACLE_HOME/jdk/jre


ERROR
-----------------------
$ opatch lsinventory -jre $ORACLE_HOME/jdk/jre
<ORACLE_HOME>/jdk/jre/bin/java is not a valid executable for this platform. OPatch cannot proceed!
OPatch returns with error code = 1
