EM 13c: Fleet createSoftwareImage is Failing With Unable To Create The Component (Doc ID 2998575.1)

Symptoms

In Enterprise Manager (EM) Cloud Control, Fleet Create Gold image fails with below error

$ emcli db_software_maintenance -createSoftwareImage -input_file="data:/tmp/grid.txt"
