Symptoms

In Enterprise Manager (EM) Cloud Control,When accessing Tuning Advisor under the Performance -> SQL menu item (like SQL Tuning Advisor or SQL Performance Analyzer Home), it pops up to select a credential.
Regardless of the credential select, It always keep receiving the error:
Listener refused the connection with the following error: ORA-12514, TNS:listener does not currently know of service requested in connect descriptor.
