EM 13C:OMS Startup Fail In Windows Server When Launching NodeManager (Doc ID 3007681.1)

Symptoms

OMS startup in Windows server failed with below error :

<OMS_HOME>\bin\emctl start oms
Oracle Enterprise Manager Cloud Control 13c Release 5
Copyright (c) 1996, 2021 Oracle Corporation.  All rights reserved.
Windows service OracleManagementServer_EMGC_OMS1_1 failed to be started
Oracle Management Server is Down
JVMD Engine is Down
Please check ..gc_inst/em/EMGC_OMS1\sysman\log\emctl.log for error details

Below Error showing in <OMS_INST_HOME>\gc_inst/em/EMGC_OMS1\sysman\log\emctl.log
