EM 13c : Default Plugins Missing From EM OMS After Fresh Installation (Doc ID 3008321.1)

Symptoms

In Enterprise Manager (EM) Cloud Control,default plugins are missing from OMS after fresh installation.
Even if the OMS Console is accessible and the status of the OMS is showing an healthy output, while checking the plugins on OMS not all default plugins are listed.

[oraem@host bin]$ ./emcli list_plugins_on_server

OMS name is oms_hostname:4889_Management_Service
Plug-in Name Plugin-id Version [revision]
Oracle Cloud Framework            oracle.sysman.cfw      13.5.1.0.0
Systems Infrastructure              oracle.sysman.si         13.5.1.0.0
[oraem@host bin]$

The default plugins on OMS are:

Oracle Cloud Framework            oracle.sysman.cfw      13.5.1.0.0
Oracle Database                       oracle.sysman.db       13.5.1.0.0
Oracle Fusion Middleware          oracle.sysman.emas   13.5.1.0.0
Systems Infrastructure              oracle.sysman.si        13.5.1.0.0
Oracle Exadata                         oracle.sysman.xa       13.5.1.0.0

 If any of this plugin is missing from OMS, on the EM Agent side will be also missing.
