Symptoms

The Enterprise Manager 13.5 Cloud Control Webtier fails to start

$ emctl start oms
Oracle Enterprise Manager Cloud Control 13c Release 5
Copyright (c) 1996, 2021 Oracle Corporation.  All rights reserved.
Starting Oracle Management Server...
WebTier Could Not Be Started.
Error Occurred: WebTier Could Not Be Started.
Please check ../gc_inst/em/EMGC_OMS1/sysman/log/emctl.log for error details

 

From <OMS_Instance_base>/gc_inst/user_projects/domains/GCDomain/system_components/OHS/ohs_nm.log reports following errors:


<2024-03-04 02:32:28> <INFO> <OHS-0> <[Mon Mar 04 02:32:28.845743 2024] [weblogic:warn] [pid 6815:tid 140737353917824 ] The WLLogFile directive is ignored.  The web server log file is used instead.>
<2024-03-04 02:32:28> <INFO> <OHS-0> <(98)Address already in use: AH00072: make_sock: could not bind to address 0.0.0.0:7788>
<2024-03-04 02:32:28> <INFO> <OHS-0> <no listening sockets available, shutting down>
<2024-03-04 02:32:28> <INFO> <OHS-0> <AH00015: Unable to open logs>
