Symptoms

Cloud Control Creates Many Connections by the Database monitoring user : DBSNMP, get Accumulated in INACTIVE Status at  the Target Database.

These sessions sometimes consume the max processes parameter limit on the target database, affecting new connections to the database and resulting in Database Restart/Hung like Situations.
