Symptoms

Enterprise Manager Repository database configured in PDB database running on RAC setup
When one of the EM repository database instance went down for maintenance activity, Target "EM Jobs Service" status shown as DOWN with below messages :

Message : Service is down; 1 key components are down: <EM DB instance target name>
