Symptoms

Observed slowness issue on SQL_ID "0pmx2m3fdc45r" in OEM repository and This query is part of the MOS_PA_PATCH_RECOM for patch recommendations.
The SQL was taking high amount of disk operations, execution was more than 1 minutes and Observed blocking sessions created during SQL execution.
