EM 13C: Ability To Run Commands With SSH Credentails Without Executing Root.sh On Agent side (Doc ID 3016556.1)

Symptoms

Currently root.sh is required to run any command on the agent. But for running commands with ssh credentials root.sh not required.
However execute command with SSH credentails fails with the following error:

<AGENT_HOME>/sbin/nmgsshe: Command not found.
