EM13c: Configuration Consistency Report Shows Wrong Target Type Comparisons

Symptoms
EM 13c
Configuration Consistency Report is showing wrong comparison between Target Types.
Steps to reproduce the issue:
1. Create a comparison template for a Weblogic Domain Target.
2. Include Application Deployment and Database Instance to compare.
3. Use Target Property for matching as Contact
4. Create a Consistency for the Weblogic Domain.
5. While creating the Consistency, modify the reference target to select the Application Deployment and Database Instance as the reference target havingthe Contact.
6. Ignore the other target types.
7. Save the changes to create the consistency.
8. Navigate to check the Consistency Report.
9. Verify on the UI that the Consistency Report is showing the valid comparison- Application Deployment with Application Deployment and DB with DB comparison.
10. Click on export to download the report.

Expected Behavior:
The Downloaded report should consist of same comparison- Application Deployment with Application Deployment and DB with DB comparisons.
Actual Behavior:
The Report shows invalid comparison. In the "Configuration Properties for Database System", it shows other Application Deployment targets as well.
