Application Server Control Startup Hangs With SSL Error 29024 Few Months After Secure Iasconsole

Symptoms
Application Server Control (ASC) was set to use HTTPS protocol via "emctl secure iasconsole".
After a period of time, ASC startup hangs. During the "hanging" time emdctl.trc show error that it cannot connect to ASC, followed by SSL handshake errors:
During the "hang", ASC can be accessed from a browser via HTTPS, but the browser shows a certificate warning with message "The SSL certificate has expired".
If starting ASC on Windows via services, the startup return with fail status.
