DB Control Console Home Page errors out with java.lang.Exception: IOException in sending Request :: A remote host refused an attempted connect operation (Doc ID 751634.1)

Symptoms

The Database Control Console displays the following error:

"java.lang.Exception: IOException in sending Request :: A remote host refused an attempted connect operation."

The DB Console shows up and running but the DB Control Agent is not running:

The DB Control agent file $ORACLE_HOME/<hostname>_<sid>/sysman/log/emdb.nohup contains:

----- Wed Aug 27 13:23:29 2008::The agentTZRegion value in
$ORACLE_HOME/<hostname>_<sid>/sysman/config/emd.properties
is not in agreement with what agent thinks it should be.Please verify your
environment to make sure that TZ setting has not changed since the last start
of the agent.
If you modified the timezone setting in the environment, please stop the agent
and exectute 'emctl resetTZ agent' and also execute the script 'mgmt_target.
set_agent_tzrgn' to get the value propagated to repository -----


The DB Control agent file $ORACLE_HOME/hostname_sid/sysman/log/emdctl.trc contains:

2008-08-27 13:23:23 Thread-1 WARN http: snmehl_connect: connect failed to
(thaofipho00101:3938): A remote host refused an attempted connect operation.
(error = 79)
2008-08-27 13:23:28 Thread-1 ERROR main: nmectl.c: nmectl_validateTZRegion,

2008-08-27 13:23:29 Thread-1 ERROR main: nmectl.c: nmectl_validateTZRegion,
agentTZoffset =420,and testTZoffset for +00:00:0 do not match
