Symptoms
Attempting to create an Administrator in Enterprise Manager Grid Control or Enterprise Manager Cloud Control returns :-
Administrator name XXXX already exists. Select another administrator name
for eg.
Administrator name scott already exists. Select another administrator name
Checking in Setup/Security/Administrators (Cloud Control) or Setup/Administrators (Grid Control) shows that there are no Enterprise Manager administrator accounts using the name which was specified.
