Agent Upload to OMS Fails with "ERROR-400|Closed Connection" when Using ASO for OMS to Repository Communication

Symptoms
Agent upload to the OMS is failing with:
- The <AGENT_HOME>/sysman/log/emagent.trc shows:

- The <OMS_HOME/sysman/log/emoms.trc on the OMS machine shows:
