After Saving Changes To A New Financial Reporting In FR Studio, HTML Preview Fails With Java Error

Symptoms
You have signed into Financial Reporting Studio as a native "admin" user and created a new report. You are able to PDF preview and HTML Preview the report. But once it is saved, the report can be viewed in PDF Preview only. Clicking the HTML Preview option will open a browser with the error: "The web page cannot be displayed".
If you then open the report from a Workspace session (in HTML mode), a different error results:

com.sqribe.transformer.GetFolderByPathCommand.translatePathToFolder: Read access to "/FOLDERNAME" is not permitted.
