Symptoms
Interactive Reporting (IR) Web client is installed on clients machine by running setupie.bat using Local Administrator accounts (because the normal user profile is restricted from installing programs).
Subsequently, user with restricted profile, is prompted to install IR Web Client each time there is attempt to open IR document. Due to restriction this installation fails, however the user can open IR documents without problems.
