Symptoms

When trying to migrate Planning access permissions from one environment to another using LCM the import fails, despite the required external groups being available in the destination environment.

The LCM log shows the following error:
Cannot import Access permission - Group (EPM_PLN) not found, error detail -(Invalid user name found in the file.)
