EPM Error: "Failure to Access Shared Services and Workspace Web Applications. No backend server available"

Facing the following error message when trying to access both Shared Services and Workspace web applications on a newly installed environment :

"Failure of server APACHE bridge: No backend server available for connection: timed out after 10 seconds or idempotent set to OFF. "

EPM diagnostics tool shows multiple failures for all web applications (hosted on Weblogic):

1. APS
2. Calc Manager
3. EAS Console
4. RA-Framework
5. Shared Services webapp (interop)
6. Hyperion Planning
