FRConfig Console Does Not Save Modified Values

Symptoms
You've launched the JConsole by double-clicking FRconfig.cmd (under Oracle\Middleware\EPMSystem11R1\products\financialreporting\bin). You click the MBeans tab > com.hyperion > Financial Reporting > Attributes tab and are trying to edit the value of one of the Financial Reporting parameters. When you type in the new value, it is immediately discarded, and the old value returns.
For example, if you select PrintingMaxThreads and try to increase it from the default value of 10 to 20, once you click out of the Value field, the entry resets to 10.
