Financial Reporting Log Files Are Not Capturing Any FR Activity (Doc ID 1487248.1)

Symptoms

Users are actively running FR reports, but when the administrators check the FR log files (FRLogging.log and FinancialReporting0.log, typically under Oracle\Middleware\user_projects\domains\EPMSystem\servers\FinancialReporting0\logs) they do not contain any activity at all.

Even if Usage Tracking has been applied in Workspace, the files still do not reflect FR activity.
