Financial Reporting Error "Create connection failed [Cannot connect to olap service. Cannot connect to Essbase server" When Connecting To Essbase Failover Active-Passive Cluster (Doc ID 1500749.1)

Symptoms

In an EPM environment where the Essbase component has been configured in an Active-Passive cluster, Financial Reports stop working whenever the Essbase component fails over from one node to another.

Whenever the issue occurs, users get the below error message when opening any FR report from Workspace:

Error: Create connection failed [Cannot connect to olap service. Cannot connect to Essbase server at "<SERVER_NAME>:1423". Network error [10061]: Unable to connect to [<SERVER_NAME>:1423]. The client timed out waiting to connect to Essbase Agent using TCP/IP. Check your network connections. Also make sure that server and port values are correct [OlapServer=<SERVER_NAME>:1423; mode=EMBEDDED;]]

The only way to reconnect to Essbase is to restart the APS service.
