Using Oracle Business Intelligence Enterprise Edition (OBIEE) 11g Admin Tool to import data from an Oracle database.  When running the data import wizard, the import fails with below error:

The Connection has failed


The NQSAdminTool.log shows error:

[2013-02-27T16:09:21.000+00:00] [OracleBIServerComponent] [ERROR:1] [] [] [ecid: ] [tid: 1ce4]  [nQSError: 17014] Could not connect to Oracle database. [[
[nQSError: 17001] Oracle Error code: 12705, message: ORA-12705: Cannot access NLS data files or invalid environment specified
at OCI call OCISessionBegin.


The TNSNAMES.ORA has been defined on the OBIEE Admin Tool environment and the OBIEE server (Exalytics or standalone OBIEE server).
