Hyperion Planning Error "Object HspDecisionPackageDC of type DataControl is not found" When Adding Child Elements to a Tasklist (Doc ID 1536968.1)

Symptoms

Environment: Hyperion Planning 11.1.2.2.302

In Hyperion Planning application attempts to add a child to a Tasklist fail with the following error message:

Object HspDecisionPackageDC of type DataControl is not found

Changing type in the Task detail pane, e.g. to business rule also triggers error messages.  In the Planning_Adf.log java.lang.ArrayIndexOutOfBoundsException exceptions can be found.
