Connection To Discoverer 11g Intermittently Fails With "Cannot retrieve connection list"

Symptoms
When trying to login to Discoverer below error is encountered intermittently
A connection error.
- error while creating the session, check for other errors.
- oracle.discoiv.connections.ConnectionStoreException: weblogic.common.resourcepool.ResourceDeadException: 0:weblogic.common.ResourceException: Could not create pool connection. The DBMS driver exception was: IO Error: Socket read timed out
- weblogic.common.resourcepool.ResourceDeadException: 0:weblogic.common.ResourceException: Could not create pool connection. The DBMS driver exception was: IO Error: Socket read timed out
- weblogic.common.resourcepool.ResourceDeadException: 0:weblogic.common.ResourceException: Could not create pool connection. The DBMS driver exception was: IO Error: Socket read timed out
unable to retrieve connection list
- Cannot retrieve connection list. Check the Discoverer application log for more details.
