Symptoms
Exporting to a File from Discoverer 11g doesn't Prompt to Save or Open from Microsoft Internet Explorer 9 (MS IE9), but it automatically save the file to "Documents and Settings".
The same doesn't occurs from Microsoft Internet Explorer 8 (MS IE8) or other browsers like FireFox or Chrome.
This doesn't change even if default program with which to open the file is specified as per http://windows.microsoft.com/en-us/windows7/Change-which-programs-Windows-uses-by-default
