Hyperion Strategic FInance (HSF) Error "HSF14418: Cannot initialize Oracle Essbase integration" (Doc ID 1602564.1)

Symptoms

After applying the <Patch 17636270> Hyperion Strategic Finance (HSF) Patch Set Update (PSU) 11.1.2.1.103 batch imports or exports with Essbase are failing with the following error:

H2- CPA 16 Adjustment: HSF14418: Cannot initialize Oracle Essbase integration.
The Essbase integration support components cannot be started. The values of the environment variables ESSBASEPATH and ARBORPATH may not be set correctly. Reinstallation of Strategic Finance, or the installation of the Oracle Hyperion Essbase Client component may be necessary.
H2- CPA 16 Adjustment: HSF13617: Cannot establish database connection with WPCHYPESSDEV/WPC_HSF

Changes

HSF PSU 11.1.2.1.103 has been installed.
