Exalytics and OBIEE 11.1.1.7+: Slow Performance On Reports That Retrieve Over 1 Million Rows; SQL Missing "WITH" and "ORDER BY" Clauses (Doc ID 1680591.1)

Symptoms

Using Oracle Business Intelligence Enterprise Edition (OBIEE) 11.1.1.7.1 on Exalytics and noticing that reports that retrieve large volumes of data (over 1 million rows) have slow performance.  In checking the SQL in the OBIEE logs, the SQL does not include the "WITH" or "ORDER BY" clauses.
This problem is not specific to any subject area, or any single report, but is seen for all the reports, and impacts performance when running large reports that retrieve over 1 million rows.

The issue is first observed in OBIEE 11.1.1.7.x running on an Exalytics Server, but is also reproducible in stand alone OBIEE 11.1.1.7.x environment.
