Exalytics: OBIEE Dashboard Report Fails to Hit BI Query Cache (Doc ID 1981539.1)

When using OBIEE on Exalytics X2-4 OBI dashboard report does not hit already existing Oracle BI Server query cache.
Oracle BI Server cache is enabled and cache settings are configured correctly.
Cache entries are created when the report is run but the subsequent run of the same report does not hit the available cache but inserts a new entry.

This issue can occur on any OBIEE Server and is not specific to OBIEE installed on Exalytics Server.
