You have configured an external Microsoft Active Directory (MSAD) provider and added it to Shared Services. In the provider definition, the "Follow Referrals" checkbox is set. When users log into EPM Workspace, it takes several minutes for the login process to complete. With the "Follow Referrals" checkbox unchecked, logins complete immediately. But then MSAD users cannot access FCM -- a second login window appears when this item is selected from the Navigate > Applications menu, and all external logins fail at this point with the error "The authentication for user <username> failed".
