Financial Reporting (FR) Batch Output PDF File Sizes Are Much Larger Than In Earlier Versions (Doc ID 1998171.1)

Symptoms

When FR batches created external PDF files in 11.1.1.3, the output files were a certain size.  The same batches in 11.1.2.3 create files that contain the same content as before, but are now significantly larger and take up much more space on the filesystem.
