EPM System Configurator Components Are Not Displayed And Unable To Complete Configuration (Doc ID 2031062.1)

When Enterprise Performance Management (EPM) System Configurator is launched, it does not display any components.  This stops the configuration from proceeding.

The following error is seen in the configtool.log file:
