Error When Creating Financial Reporting (FR) Database Connection Against A Planning Cube: "Unable to open connection to localhost" (Doc ID 2081964.1)

Symptoms

You're creating an FR report which will use a connection to a Planning Application.  The following error occurs: "Unable to open connection to localhost, [0] Unsuccessful logon. Please verify that you have correct credentials to log in."

Changes

The issue began after applying 11.1.2.4.003 Planning Patch Set Update (patch number 21317639). 

Note: It is undetermined if the issue was introduced by the 11.1.2.4.003 patch or an earlier Patch Set Update.  Indications are that the issue was not observed in the base 11.1.2.4 installation.
