EPM 11.1.2.4 Unable to Select Theme in Preference in Workspace (Doc ID 2083433.1)

In 11.1.2.3, we could select themes in the following steps:

1. Select File -> Preferences.

2. From Accessibility Mode, from the Select Theme drop-down, select Standard or High Contrast.

But in 11.1.2.4, no dropdown list is shown in Accessibility Mode when selecting File -> Preferences.

Why can not we select thems in 11.1.2.4 in workspace?
