EPM: Web Services Starting in ADMIN Mode After System Crash Error: "ZipException: Zip file looks empty" (Doc ID 2132015.1)

Symptoms

After a system crash, the EPM web applications, i.e. Essbase Administration Services (EAS), Analytic Provider Services (APS), are starting in ADMIN mode instead of RUNNING.

The start logs for the webapps, (/Oracle/Middleware/user_projects/epmsystem1/diagnostics/logs/starter on Unix, \Oracle\Middleware\user_projects\epmsystem1\diagnostics\logs\services) on Windows, show the following error for the EAS Server:
