OBIEE 12c: Cannot Cancel A Report Running In A Dashboard

Symptoms
A long-running report is executing in a Dashboard. After some time (for example, 50-60 minutes), the user clicks on the "To cancel, click here" link in the Dashboard. However, the user sees that the "Working" icon still continued to spin in the Dashboard.
The administrator navigates to Administration > Manage Sessions, locates the report and clicks on the "Cancel" link. Even after many hours later, the user still sees the report Status shows as "Running" and the Action shows as "Cancel (cancelling)".
In the obis1-diagnostic.log, errors such as the following are observed:
