Hyperion BI+ - WebLogic Managed Servers Not Starting Up With Error "Unable to obtain lock"

Symptoms
When starting EPM, the Weblogic managed servers like EPMServer0 (compact deployment) or FoundationServices0, RaFramework0 etc are not progressing to RUNNING mode.
Upon checking the logs, the following types of errors are seen -
weblogic.management.ManagementException: Unable to obtain lock on /..../Oracle/Middleware/user_projects/domains/EPMSystem/servers/EPMServer0/tmp/EPMServer0.lok. Server may already be running
AND
<Critical> <EmbeddedLDAP> <BEA-171517> <An error occurred while attempting to get exclusive access to the embedded LDAP data files directory - /..../Oracle/Middleware/user_projects/domains/EPMSystem/servers/EPMServer0/data/ldap/ldapfiles. The exception thrown is java.io.FileNotFoundException: /..../Oracle/Middleware/user_projects/domains/EPMSystem/servers/EPMServer0/data/ldap/ldapfiles/EmbeddedLDAP.lok (Permission denied).>
(The above exceptions are specifically referring to EPMServer0 which pertains to compact deployment configuration. However the same exceptions may also be encountered in a non-compact deployment where there are separate WebLogic processes for each managed server like FoundationServices0, RaFramework0 etc)
