Financial Reporting Web Studio Error: "Failed to authenticate user. Invalid credentials" (Doc ID 2173261.1)

Symptoms

 You are launching Financial Reporting (FR) Web Studio from Workspace (Tools->Launch Reporting Studio) but presented with FR Web Studio Log On page.  You enter user name, password, click on Log On button but the following error occurs.

"Failed to authenticate user. Invalid credentials"

The issue happens to all users including native admin account.  These same users can successfully launch FR Studio from Workspace (Tools->Launch Financial Reporting Studio).  In addition, they can perform HTML and PDF Preview successfully on all reports from either Workspace or FR Studio. 

Changes

 Recent upgrade to FR 11.1.2.4.700.
