Financial Close Management (FCM) Tasks Are Not Starting At The Assigned Time (Doc ID 2188978.1)

Symptoms

You've just installed and configured FCM. You've successfully created a schedule and some tasks, but the tasks do not start when they are supposed to.

When you submit the FCM validation URL (http://Server:8700/fcc/faces/oracle/apps/epm/fcc/ui/page/FCCValidation.jspx) (substituting your FCM server name for "Server"), you see this error: "Ensure the keystore is configured and that the FCM service is running".

You also see this error in the SOA log: "Client received SOAP Fault from server : NonXAResource 'WL_JDBC_LLR_POOL.financialclose_datasource'"
