OBIEE 11.1.1.9: nQSError: 43119 Occurs when EVALUATE Function and Server Complex Aggregate are Used Together

Symptoms
On : 11.1.1.9.0 version
In Analysis, create a simple report and edit one of the columns formula to use EVALUATE function.
Like below:
In the pivot view, when add Totals to Rows column and set the measures columns Aggregation Rule to 'Server Complex Aggregate' , the below error occurs.
Odbc driver returned an error (SQLExecDirectW).
Error Details
Error Codes: OPR4ONWY:U9IM8TAC:OI2DL65P
State: HY000. Code: 10058. [NQODBC] [SQL_STATE: HY000] [nQSError: 10058] A general error has occurred. [nQSError: 43113] Message returned from OBIS. [nQSError: 43119] Query Failed: [nQSError: 42015] Cannot function ship the following expression: EVALUATE. (HY000)
We found similar Bug19599154,
And applied patch 19599154 against BIEE: 11.1.1.7.160719, But the error still occurs.
Patch 19599154 seems not be appropriate for this issue.
