Server Starts in ADMIN State Instead of Running State Error: Failed to initialize the application ' (Doc ID 2222179.1)

OBIEE Version : 11.1.1.7.0

When the bi_server1 managed server is started either from command line or from admin console, it goes into ADMIN state.

If you go to console and then click Resume, it goes to RUNNING state and analytics can be accessed fine.

But its not possible to keep resuming service each time. The startup script should work and get the managed server up and running.
