When Importing Supplemental Data Manager (SDM) Content Error: "EPMLCM-13000: Service currently not available"

Information in this document applies to any platform.
You've exported some SDM artifacts from a Financial Close Management (FCM) environment with the intent to import them into another environment. When you attempt the import, the system is briefly unresponsive, after several minutes, and error is thrown: "EPMLCM-13000: Service currently not available". This may occur even if you were previously able to successfully import SDM content into the applicable environment. Artifacts from other EPM modules (including other FCM ones) completes without incident.
