Error When Opening/Importing Transactions/Balances In Oracle Account Reconciliation Cloud Service (ARCS)

Information in this document applies to any platform.
You're attempting to import transactions and/or balances into an ARCS environment, namely the Transaction Matching module. On the Import Transactions dialog box, no options are listed for Reconciliation Type. There is just the message "Reconciliation Type is required for this operation".
When trying to open a reconciliation, an error occurs: "Operation failed, please contact Administrator".
