Periods Cannot Be Locked In HFM after adding a new entity (Doc ID 2264207.1)

Symptoms

If the status of the Period in process control is Pass, addition of entity may change it to Fail.

Periods cannot be locked in HFM. Also, the aggregation is not working for certain entities in HFM.
Error message:

EPMHFM-3319: Cannot complete this action because calculations, translations, or consolidations need to be performed

Changes

 A new entity was added in the hierarchy
