Create Repository using RCU - Prepare Scripts for System Load fails for the non-DBA user. (Doc ID 2267373.1)

Symptoms

When we create repository using RCU, we have the options -
1) System Load and Product Load (I have DBA Privileges)
2) Prepare Scripts for System Load (Create Script for DBA to run later)

Option 1 is meant for the DBA user and option 2 is meant for a non-DBA user. When we try to use option 2 for the non-DBA user it throws the following error -

The specified user may not have sufficient privileges to perform the operation. User should have sysdba or dba privileges.

The Option 2 works for a DBA option.
