Intermittent JBO-27122 And JBO-25070 Errors Appear In Hyperion Tax Governance

Symptoms
You're connected to Hyperion Tax Governance (TG). Periodically while performing tasks, you see lengthy errors such as "JBO-27122: SQL error during statement preparation: Statement: SELECT..." and "JBO-25070: Where-clause param variable bindSourceId needs ordinal index array".
As an example, you launch the Tax Supplemental Schedules panel and attempt to open a dataset, but you see this message:
A few minutes later, you try to open the data set again, and the Edit Data Set displays as expected.
Similarly, you might pull up the Task List panel and select Actions > New, but an error prevents the dialog from loading:
After a second attempt, the New Task dialog appears.
