OBIEE 12c: Repository(.rpd) Objects Not Locked In Online Mode When Two Users Check Out Same Object

Symptoms
On : OBIEE 12C, Analytics
a. Open RPD online mode on a session #1.
b. Check out an object in any layer and lock it.
c. Open the same RPD using online mode on another session ( session#2).
d. Try to check out the same object and lock it ( the one that we locked on the session #1 on step b).
The 12c admin tool allows us to do that without any errors or warnings unlike 11g.
